08/31/2016 Johnson County EMS Director of Emergency Medical Services
The Director of Emergency Medical Services serves as the principal officer of Medical Action (MED-ACT) and directs, supervises, and oversees the coordinated service delivery of emergency medical services (EMS) throughout Johnson County. This position builds and fosters effective relationships with elected and appointed officials, county management, fire chiefs, emergency medical service providers, law enforcement, emergency management and communications, and other department/agency leaders to provide strategic leadership on public safety and emergency medical service efforts countywide and in the Kansas City Mid-America Regional Council region. The position serves as a member of the County’s executive team and reports directly to the Assistant County Manager. As a member of the executive team, the individual will provide participative leadership within Johnson County to support the tenets of a High Performing Organization.

The Director of Emergency Medical Services serves as an internal consultant to all offices, departments and agencies of the County concerning Emergency Medical Services and initiatives, and as a key participant in organizational strategic planning. This position formulates, implements, administers, disseminates, and interprets Emergency Medical Services policies and procedures working closely with our EMS System Medical Director.

This position directs, supervises, and oversees the coordinated service delivery of emergency medical services (EMS) through effective planning processes with Fire Chiefs, Police Chiefs, Sheriff, and other emergency providers in the metropolitan area, including provision of interagency training; ensures the public’s trust and confidence in EMS by developing and delivering programs of public awareness and education; by speaking to elected officials, boards, and citizen groups; and is responsible for providing support of service area goals, objectives, budgeting, and capital improvement projects that support the County’s mission, vision, and strategic plan.

Qualifications:
The ideal candidate will exhibit outstanding leadership, communication and business skills, and will possess the demonstrated capacity to successfully manage in a fast-paced public environment. The successful candidate will have a Bachelor’s degree (Master’s degree preferred) in Emergency Medical Services, Business Administration, Business Management, Human Resources, Public Administration, or a related field, at least five years of progressively more responsible emergency medical services experience, and be a certified Kansas Paramedic (or able to obtain certification prior to employment).

The ideal candidate will also possess at least three years of demonstrated leadership and administrative experience (or an equivalent level of experience) in a comparable environment and sized organization; and two years of experience in administration of comprehensive emergency medical services and programs, a major service area, or entire emergency medical services operation.
Preferred qualifications include experience within the public sector. Experience may be substituted for Education.

Johnson County is an equal opportunity/equal access employer and offers a competitive salary and benefits package. The expected salary range for this position is $99,240 to $136,455 annually.

This is a Kansas Police and Firemen’s Retirement System (KP&F) covered position.
